Ukrainian President Volodymyr Zelensky Asserts Absence of Definitive Defense Guarantee from European Partners
President Zelensky has stated that European allies have failed to provide concrete pledges that they will protect his country in the event of a new Russian aggression.
"I continue to pose this critical question to every one of our allies and I have not received a definitive and straightforward response yet," he told reporters on Wednesday.
These remarks follow a day after the UK and France inked a declaration of intent on deploying troops in Ukraine should a ceasefire agreement to end the war with Russia is agreed.
However, full security guarantees have yet to be solidified. The US, which has been spearheading initiatives to halt the offensive, was reported to have abstained from signing such a pledge at talks in Paris on the previous day.
Outcomes from the Paris Discussions
After the Paris talks, which involved some three dozen nations that form the group termed the 'Coalition of the Willing', British PM Keir Starmer said the UK and France would "set up operational bases across Ukraine" to deter future invasion, while French President Emmanuel Macron later said a significant number of soldiers may be deployed.
Partner nations suggested that the United States would take the lead in overseeing any ceasefire. But the key issue of territorial concessions that Ukraine is being pressured to offer to Russia as part of the peace proposals are continuing to be negotiated.
Moscow has not yet commented on the declaration made in the city of Paris.
President Putin launched a comprehensive military assault of Ukraine in February 2022, and Russian forces currently controls about one-fifth of Ukrainian territory.
The President's Evolving Stance
The UK Prime Minister characterized the joint statement as "an essential component of our dedication to support Ukraine for the long-term".
He continued: "It paves the way for the juridical structure under which British, French and partner forces could function on Ukrainian soil, protecting Ukrainian airspace and waters, and rebuilding Ukraine's armed forces for the years to come."
The Ukrainian leader praised that agreement as a "huge step forward".
Twenty-four hours afterward, however, he appeared less optimistic.
"I perceive the determination, the political will, and that the allies are prepared, and the allies are willing to give us robust economic measures, strong security guarantees," he said when asked if nations in Europe would defend Ukraine.
"But as long as we lack such binding security pacts - formally ratified, endorsed by legislatures, backed by the U.S. Congress - this crucial issue cannot be answered. And even if they do, you must ultimately depend first and foremost on your own strength."
Persistent Challenges and Fighting
The Paris talks were also significant owing to the attendance of US President Donald Trump's peace envoys, Jared Kushner and Steve Witkoff.
One envoy stated the participating countries "largely finished" their work on finalizing security arrangements.
Recently, the President indicated a settlement was "90% ready".
Questions of land and defense pledges have been at the center of outstanding matters for diplomats.
Putin has repeatedly warned that Ukraine's military must pull back from the entirety of the Donbas region or Russia will seize it, dismissing potential concessions over how to conclude hostilities.
The Ukrainian President has thus far rejected ceding any territory, but has proposed that Ukraine could redeploy its forces to an established line - but only if Russia reciprocated the action.
Moscow now holds about 75% of the Donetsk region, and some 99% of the neighbouring Luhansk. The two regions constitute the Donbas industrial heartland.
Attacks have been escalating against Ukrainian cities - with a focus on power facilities. Russia has also made slow progress in capturing more Ukrainian territory.
Ukrainian forces have retaliated at objectives inside Russia with unmanned aerial vehicles, though with more limited success.
