UK and France Will Dispatch Troops to Ukraine in the event that a Peace Deal is Reached

The UK and France have formalized a declaration of intent concerning the stationing of military forces in Ukraine if a peace deal be concluded with Moscow, the British leader, Starmer, has stated.

Subsequent to negotiations with Kyiv's partners in the French capital, he said that the two nations would "set up operational bases in various parts of Ukraine and build secure structures for arms and military equipment" to discourage any future attack.

The allied nations also proposed that the US would play the primary role in monitoring a halt in hostilities.

Moscow has repeatedly stated that any external forces in Ukraine would be considered a "valid objective", but has not yet issued a statement on this new announcement.

Context and Ongoing Hostilities

Russian President Vladimir Putin launched a comprehensive attack of Ukraine in early 2022, and Russian forces presently holds roughly 20% of Ukraine's sovereign soil.

"This constitutes a crucial element of our commitment to support Ukraine for the long-term," stated the UK Prime Minister.

Top officials and senior officials from the "Partner Group" participated in Tuesday's talks.

He stated at a shared media briefing, the Prime Minister added: "It paves the way for the legal framework under which allied and coalition forces could function on Ukrainian soil, defending Ukraine's airspace and waters, and rebuilding Ukraine's defense capabilities for the future."

The UK prime minister also stated that Britain would take part in any Washington-directed monitoring of a prospective truce.

Security Guarantees and Diplomatic Positions

Senior Washington representative Steve Witkoff stated that "long-term defense assurances and substantial prosperity commitments are critical to a permanent resolution" in Ukraine – alluding to a central demand made by Kyiv.

He said the coalition had "substantially agreed on" their work on agreeing such guarantees "in order that the citizens of Ukraine know that when this conflict ends, it ends for good."

Jared Kushner, US President Donald Trump's special envoy, also took part in the discussions.

At the same time, President Macron Emmanuel Macron declared that Ukraine's partners had made "considerable headway" at the meeting.

He noted that "strong" defense assurances for the Ukrainian government had been settled upon in the event of a potential ceasefire.

President Volodymyr Zelensky commented that a "significant development" had been made in the talks, but qualified that he would only consider efforts to be "adequate" if they led to the end of the war.

Earlier, he suggested a settlement was "mostly finalized". Agreeing on the remaining 10% would "decide the future of the agreement, the fate of Ukraine and Europe".

Unresolved Issues

  • Land and defense assurances have been at the center of key disagreements for negotiators.
  • The Russian President has consistently stated that Ukraine's forces must withdraw from all of Ukraine's eastern Donbas or Russia will seize it, rejecting any concession over how to finish the war.
  • The Ukrainian President has thus far ruled out surrendering any land, but has proposed that Ukraine could move its troops to an designated point – but only if Russia does the same.

Russian forces presently occupies about 75% of the Donetsk region and some 99% of the neighbouring Luhansk region. The areas form the industrial region of the Donbas.

The initial US-led 28-point proposal that was widely leaked to the media last year was viewed by Ukraine and its partners in Europe as being strongly biased in Russia's favor.

This sparked a period of high-level negotiations – with the involved parties trying to revise the proposal.
